Early Learning and Care (ELC) Fee Subsidy

All families may apply for assistance for the fee costs of early learning and care programs. A fee subsidy may be provided to qualifying families with children of all ages. This includes:

  • Full-time care
  • Part-time care
  • Before and after school care – including non-instructional school days

To be eligible for fee subsidy assistance, both the applicant and if applicable, co-applicant must be working or attending school. In some cases, the provision of a fee subsidy may be due to other situations or special needs.

 

A provincially mandated income test, using your Federal Income Tax Assessment determines if you qualify. Using Line 236 on your most recent Notice of Assessment/Reassessment and the amount of any Universal Child Care benefit will determine the amount you pay for child care. Eligible applicants will have to file an Income Tax return every year to qualify for ELC fee subsidy.

Use the KDSB Income Test below to see if you qualify for an ELC fee subsidy.

The income test provides common eligibility criteria across the province, and is based on family income alone. The sliding scale income test is designed as follows:

  • Families in receipt of subsidy with adjusted income up to $20,000 are fully subsidized; and
  • Parental contribution toward the cost of child care for subsidized families is calculated at 10% of adjusted income over $20,000 plus 20% of adjusted income over $40,000.

  2. You and the Co-Applicant must complete all sections of the ELC application form and sign the declaration.
  3. Both applicants must provide a copy of your Notice of Assessment (NOA) or the Child Care Tax Benefit Notice for the most recent year.
