Housing Programs

As of May 21, 2024, KDSB offices will be accepting applications for all programs, Affordable, Market Rent, as well as Rent Geared to Income for each community throughout the KDSB housing portfolio. New applications will also be distributed to various community partners, hospitals, and shelters.

New Rent-Geared-to-Income (RGI) Rules

The Province of Ontario introduced the requirement to have limits on how much you own and how much you earn as of July 1, 2023. These are called Asset Limits and Household Income Limits (HILs).

The new rules mean that people with household assets or income over the limit will not be eligible for RGI housing. This applies to people on the Wait list and households currently receiving RGI assistance.

The Asset limits are $50,000 for a single person household and $75,000 for households with two or more people. An asset is anything that a person owns that is worth money. This could be physical assets such as a car or a home. It could also be financial in the form of cash, stocks and bonds, mutual funds, and bank deposits. A household’s total asset value is the sum of their physical and financial assets.

The Household Income Limits are shown in the table below.

Rent-Geared-to-Income (RGI) housing is housing in which the rent you pay is determined by your income.

Defined in the Housing Services Act 2011, RGI is based on 30 percent of the net total household income.

There are additions or subtractions from the rent depending on the building unit or tenant need. The basic additions or subtractions are:

  • Utilities
  • Parking
  • Laundry
  • Cable

Utilities are either added or subtracted from the RGI rent depending on who pays the utilities. Households receiving assistance from Ontario Works, or Ontario Disability Support Program (ODSP) pay rent on a beneficiary scale from the Province of Ontario.

The amount of rent you pay is reviewed annually. You will be requested to provide proof of all sources of income. Failure to provide income information on a timely basis may result in:

  • The loss of your rental subsidy, and
  • Your rent will increase to the current market rent for the unit you occupy.

Note: RGI rents cannot exceed the Market Rent determined for RGI buildings.

New Housing Programs

Affordable Rent Housing

Affordable housing units are defined as below 80% of the Median Market (MMR) for the portfolio. The total monthly rent charge is determined by the unit type, and community within the district, as reported each year by the Canada Mortgage and Housing Corporation (CMHC). To be eligible to apply for an Affordable Housing Rental unit, your household income must fall within certain limits set by the KDSB. We can help you determine whether you meet this requirement.

Market Rent Housing

Market rent is determined at the full market value of a unit/property and are based on the statistic published every year by Canada Mortgage and Housing Corporation (CMHC). The average market rent (AMR) is based by community, type, and size of the unit. We can help you determine whether you meet the requirement for this program.

Non-Profit Providers offer both Market Rent and Rent-Geared-to-Income.
